Murray Morgan Bridge Rehabilitation

David Evans and Associates, Inc. (DEA) is the City of Tacoma (City) representative for the Murray Morgan Bridge Rehabilitation Project. Floyd|Snider provided regulatory agency coordination relative to overwater work and the Thea Foss and Wheeler-Osgood Waterways Consent Decree, and prepared hazardous material documentation and performance specifications for hazardous materials management. Floyd|Snider also assisted with contractor Best Management Practices to ensure environmental permit compliance and compliance with requirements for work adjacent to and above the Thea Foss Waterway.

Floyd|Snider prepared the project Hazardous Material Discipline Report to discuss the potential for encountering hazardous or problem waste as a result of the project, in compliance with the National Environmental Policy Act (NEPA) and the Washington State Department of Transportation review and approval. Floyd|Snider coordinated with City staff to manage compliance with the Thea Foss Waterway Consent Decree. Coordination was also necessary with associated agency staff from the U.S. Environmental Protection Agency, U.S. Army Corps of Engineers, and Department of Natural Resources to ensure that the Murray Morgan Bridge rehabilitation requirements were consistent with DEA-acquired environmental project permits and with expectations for protecting Thea Foss sediment, water, and habitat quality.

In addition to the hazardous material and permitting assistance services, Floyd|Snider conducted pre-construction sediment quality sampling adjacent to the bridge for future evaluations and to ensure compliance with the Thea Foss Consent Decree, and led agency negotiations and coordination to develop broad support for the City's project objectives.
