Jessi Massingale Present at the Fall Sediment Management Work Group

Jessi Massingale

Floyd|Snider Principal Jessi Massingale will present on the Beatson Mine Remediation Project at the upcoming Sediment Management Work Group Member Meeting, being heldĀ  in Philadelphia on October 21 and 22, 2025.

In this presentation, Jessi will describe a key element of the ongoing design and regulatory process for a remedial action to address the environmental impacts from historical mining activities at the Beatson Mine Site on Latouche Island, Prince William Sound, Alaska.

A key feature of the Site is an approximately 97-acre submarine tailings deposit, the result of historical discharges via a flume into Latouche Passage.

To support informed decision-making around management of the nearly 2 million tons of tailings offshore, early engagement with the Alaksa Department of Environmental Conservation (DEC), Alaska Department of Natural Resources (DNR), and Alaska Natives was conducted to ensure that the environmental impacts of executing a remedial action and disturbing the submarine tailings were understood and considered within the context of potential risk to human and ecological receptors. Two focused assessments were completed in collaboration with DEC and DNR: a Net Environmental Benefit Assessment (NEBA) and a Receptors Assessment. Through an administrative process with DEC and DNR, and in consultation with Alaska Natives, the Agencies supported the analyses and proposed approach of keeping the submarine tailings in place with an Environmental Covenant and institutional controls to prevent disturbance.
