Floyd|Snider in the Field

It was a busy “field” year for Floyd|Snider staff, with many projects having extensive sampling events, site assessments, and construction oversight work, including: the K Ply Site in Port Angeles, the B&L Woodwaste Site in Milton, the Lora Lake Apartments Site in Burien, the Former Olympia Dry Cleaners Site in Olympia, and the Murray Morgan Bridge Remedial Action in Tacoma.

Floyd|Snider is supporting the Port of Port Angeles with the cleanup and redevelopment of the former K Ply plywood mill property under an Agreed Order with Ecology. Remediation conducted in 2015 included demolition of remaining concrete structures, removal of surface debris, excavation of 29,000 cubic yards of contaminated soil, and treatment of residual groundwater contamination. Floyd|Snider prepared the construction plans and specifications and provided construction management services for the duration of the project. Floyd|Snider also assisted in securing MTCA grant funding.

At the B&L Woodwaste Site, Floyd|Snider is implementing Ecology’s cleanup action plan to remediate arsenic-contaminated groundwater in the vicinity of this closed woodwaste landfill. The construction work completed in 2015 involved removal of arsenic-contaminated soil on two adjacent properties. This residual contamination was left over from before the landfill was consolidated. Floyd|Snider prepared the plans and specifications, obtained the necessary permits, and provided oversight of excavation, water management, and site restoration activities.

Floyd|Snider assisted the Port of Seattle with negotiating a Final Consent Decree with Ecology for the Lora Lake Apartments Site in September 2015. Floyd|Snider implemented a 4-week data collection event, installing over 100 soil borings for use as compliance monitoring data for the planned dioxins/furans-contaminated soil excavation. Floyd|Snider is leading the remedial design, which includes excavation of contaminated soil, on-site consolidation and capping of contaminated soil, and capping of contaminated sediments and rehabilitation of an emergent wetland in the footprint of the current Lora Lake. Cleanup at the site is planned for 2017.

Floyd|Snider implemented Ecology’s cleanup action plan for a former dry cleaning facility in downtown Olympia. The cleanup consisted of soil excavation to remove tetrachloroethylene-impacted soil to significantly reduce the source of groundwater contamination at the site. Floyd|Snider provided construction planning and oversight in coordination with the adjacent property owner and current tenant to minimize impact to active businesses during excavation. The excavation removed the bulk of the known soil contamination on-site and was featured in an article in The Seattle Times (July 2015).

Floyd|Snider assisted the City of Tacoma with a sediment remedial action underlying the Murray Morgan Bridge in the Thea Foss Waterway, within the boundaries of the Commencement Bay Nearshore/Tideflats Superfund Site. After bridge rehabilitation was completed in 2013, post-construction sampling indicated that surface sediment underneath and adjacent to the bridge had been recontaminated by metals. Floyd|Snider supported the City of Tacoma in completion of the remedial action, which consisted of dredging and capping sediments under the bridge. Floyd|Snider prepared construction plans and specifications, provided construction management services, and performed post-remedial action conformational sampling. The remedial action was completed successfully in February 2015.
