Coordination and facilitation of an interdisciplinary project team developing a NEPA Environmental Impact Statement and leading agency, stakeholder, and public engagement for siting and review of 300-mile 500-kV transmission line.

Project Summary

Prior to joining Floyd|Snider, Ray Outlaw led communications and stakeholder engagement for the approximately 300-mile Boardman to Hemingway Transmission Line.

Idaho Power, in coordination with PacifiCorp and Bonneville Power Administration, sought to site and permit this new 500-kV transmission line between central Oregon (Boardman) and southwest Idaho (Hemingway). This new transmission line would connect the Intermountain West and Pacific Northwest and allow the utilities to meet growing and dynamic customer needs during peak demand. The project potentially impacts tribal, local, state, and federal land, and private properties, which requires navigating an increasingly complex public, stakeholder, and permitting process.

Our Approach

Ray Outlaw led communications on behalf of the Bureau of Land Management, as the lead federal agency, to provide project management, communications, facilitation, and stakeholder engagement support for the project.

Ray and his team led planning, implementing, and documenting the federal scoping and EIS comment period processes, designed and facilitated recurring cooperating agencies and interdisciplinary team coordination meetings, and facilitated interagency coordination. Ray designed and facilitated workshops with tribes, agencies, and clients that defined how the project would comply with Section 106 of the National Historic Preservation Act. Ray also convened and facilitated workshops with agency staff and cooperating agencies in support of the Obama Administration’s Interagency Rapid Response Team for Transmission.
