Jessi Massingale is a Principal and a professional environmental engineer and oceanographer with proven project manager expertise for complex upland and in-water remediation projects under MTCA/SMS and CERCLA that involve effective oversight of teams of contractors and experts, multiyear budget and schedule management, and multiple agency negotiations. She has applied her expertise to projects that include RI/FSs, sediment remedial design evaluation and cap modeling, engineering design, cost estimating, and permitting. Jessi has successfully managed complex projects such as the Pier 4 Time Critical Sediment Removal Action and Reconfiguration, Thea Foss and Wheeler-Osgood Waterway Superfund Site, Pasco Landfill NPL Site, Holden Mine Site, and dredge on-call contracts. She has also served as a testifying and non-testifying expert in litigation.
