Jessi Massingale, Principal, recently co-presented with her colleague, Lance Moen of PBS Engineering and Environmental, on The Regulatory CAMU Process and Hazardous Waste Management of the Zone A Drum Removal Action for the Pacific Northwest International Section (PNWIS) of the Air & Waste Management Association’s Annual Conference. The presentation provided an overview of the history of the Pasco Landfill NPL Site and focused on the regulatory approach used to perform drum removal in the industrial waste area known as Zone A. Jessi discussed the application of Corrective Action Management Unit (CAMU) regulations to the Zone A waste and the multi-state approval process that determined CAMU eligibility. Lance reviewed additional key elements of the drum removal design and highlighted some of the unusual finds uncovered during the work. In total, nearly 24,000 tons of waste was removed from the Site under the CAMU framework.

The Pasco Landfill is a former disposal location used for industrial and municipal solid waste and was added to the National Priorities List (NPL) in 1990. Interim actions to remediate the Site began in 1997, and excavation and off-site disposal of the Zone A waste was completed in 2022. The next phase of cleanup, which includes treatment of the remaining contaminated soils via in situ thermal remediation, is set to begin in Q1 2024.
