Project Summary

In 2018, the Muckleshoot Indian Tribe enlisted KPFF Consulting Engineers and Floyd|Snider to design and permit a significant expansion to their existing Tribal fishing facility on the Duwamish River.

The project involved installing four new floats to increase Tribal moorage capacity and to alleviate the logistical and safety concerns to Tribal fishers from vessel rafting. The project also included replacement of more than 100 feet of existing bulkhead, extension of on-site utilities, stormwater improvements, and modification to portions of the existing overwater decking to increase light penetration in nearshore areas.

Our Approach

As the environmental permitting lead, Floyd|Snider worked with teaming partner KPFF Consulting Engineers to evaluate options for expanding an existing Tribal fishing facility on the Duwamish River.

The project was also designed to increase sea level rise resiliency, minimize interference with an adjacent industrial facility that also used the waterway, and be compatible with cleanup across the Lower Duwamish River Superfund site. Floyd|Snider completed an initial regulatory analysis and developed a permitting strategy that exercised the Tribal exemption from state and local permits, while obtaining all required federal permits. Floyd|Snider led coordination with state and local agencies to demonstrate substantive compliance for planned expansion of the nearshore facility, on-site habitat improvements, and purchase of mitigation credits from the King County In-Lieu Fee Program. Floyd|Snider continued work with the design team and the Contractor through the design-assist process to aid in the project planning, phasing around fishing seasons, and communicate changes as needed to the agencies and adjacent stakeholders.
