Project Summary
Promus Energy proposed a renewable natural gas project in coordination with a dairy farm in Outlook, Washington, to process manure, using a digester-based system.
Promus Energy proposed a renewable natural gas project in coordination with a dairy farm in Outlook, Washington, to process manure, using a digester-based system. The project combines current technology in anaerobic digestion, nutrient recovery from waste products, and bio-gas cleaning methods to produce market-quality renewable natural gas from dairy waste. The system developed by Promus Energy produces a product with increasing demand and viability in the marketplace. It also reduces methane emissions by thousands of tons, generates marketable clean fuel credits, and provides nutrient-enriched bio-fertilizers, reclaimed water, and fiber products.
Our Approach
Floyd|Snider served as the environmental lead, working directly with the client team of engineers to review potential impacts of project construction, convey the beneficial effects of project operation, and obtain all state and local authorizations for implementation.
Prior to project permitting, Floyd|Snider provided investment in the project through implementation of a cash flow structure that helped facilitate early project success. Throughout project planning, Floyd|Snider provided complex project management services including schedule development and tracking. Following receipt of all project permits, Floyd|Snider updated the regulatory authorizations to reflect changes in project scope and completed this review with an approach that did not delay construction targets.

2020. Renewable natural gas generation began
Floyd|Snider served as the environmental lead, working directly with the client team of engineers to review potential impacts of project construction, convey the beneficial effects of project operation, and obtain all state and local authorizations for implementation. Floyd|Snider consulted Yakima County early in the planning process, to facilitate a zoning review that would allow natural gas production in an agricultural area. Floyd|Snider completed a SEPA review that was forward-compatible with NEPA, which is a requirement of federal grant monies pursued by the client. Floyd|Snider also prepared the comprehensive local permit applications, including a land use consistency analysis, access agreements, and site plan review. Floyd|Snider managed the modeling and analysis for an Air Operating Permit and coordinated with client engineers on potential system upgrades following this review.
