Project Summary
SSA Terminals operates a 200-acre marine container terminal at the Port of Seattle’s Terminal 18 in Seattle, Washington.
SSA Terminals operates a 200-acre marine container terminal at the Port of Seattle’s Terminal 18 in Seattle, Washington. Facility operations require coverage under a NPDES Industrial Stormwater General Permit (ISGP) for discharge of stormwater to the East Duwamish Waterway and Elliott Bay. Permit benchmark exceedances for copper and zinc triggered Level 2 and 3 Corrective Actions for SSA Terminals to implement structural and treatment best management practices for all 200 acres and stormwater discharges at the facility. SSA Terminals entered into an Administrative Order (AO) with Ecology and a third-party Consent Decree (CD) to complete enhanced stormwater monitoring, design, construction, and operation and maintenance of stormwater treatment infrastructure over a multiyear three-phase approach. SSA Terminals has successfully completed two phases of the stormwater improvement program and expects completion of Phase 3 in 2021. Following completion of Phase 3, SSA Terminals will be fully compliant with the AO, CD, and NPDES ISGP.

Floyd|Snider provides strong project leadership to SSA Terminals through engagement with Ecology for regulatory compliance and leading the project team from treatment concept development through design, permitting, contractor selection, and construction oversight.
Project Milestones:
2016. Phase 1: completed stormwater treatment for 80 acres
2018. Phase 2: completed stormwater treatment for 45 acres
2021. Phase 3: stormwater treatment to be completed for 55 acres
Floyd|Snider provides strong project leadership to SSA Terminals through engagement with Ecology for regulatory compliance and leading the project team from treatment concept development through design, permitting, contractor selection, and construction oversight. Floyd|Snider led stormwater treatment alternative analysis and selection, authored the Engineering Report for all three phases, and supports long-term operation and maintenance of 10 individual treatment systems that range in flow rates from 100 to 1,400 gallons per minute. Through coordination with project team members, Floyd|Snider led the development strategy to consolidate drainages across the 200-acre facility and select passive and active treatment systems based on evaluating capital expenditures, ability to meet benchmarks, system footprint, and impacts to facility operations and long-term operation and maintenance costs.
