Project Summary

The Port of Seattle Terminal 10 is a former Superfund site spanning both the upland operable unit and Lockheed Shipyard Sediment Operable Unit (LSSOU) of the Harbor Island Superfund Site.

The Port of Seattle redeveloped Terminal 10 as a truck drayage facility, requiring stormwater upgrades to make the site operational, control uplands sources, and protect the LSSOU as part of the Superfund source control site requirements. Site redevelopment consisted of excavation and reconstruction of the existing soil cap in order to install the new stormwater conveyance system and excavation into the existing sediment cap and bulkhead for installation of the new outfall structure. The Port of Seattle conducts ongoing stormwater-related monitoring and agency coordination.

Our Approach

Floyd|Snider directed multi-agency stakeholder negotiations for stormwater upgrades and provided support to the Port of Seattle on in-water JARPA and City of Seattle permits.

Crucial negotiations conducted with the USEPA addressed the design and location of the new outfall structure, while meeting USEPA requests for minimizing visibility and disturbance to the shoreline. Floyd|Snider also negotiated USEPA approval of methods for contaminated soil handling and disposal, minimizing the Port of Seattle’s requirement for field screening, soil segregation, and off-site disposal of contaminated media. Floyd|Snider assisted the Port of Seattle and the civil design consultant to develop plans and specifications that outlined the requirements for the construction activities, including contaminated soil handling and disposal, stormwater and groundwater handling and disposal, groundwater monitoring well protection, outfall construction, and sediment cap replacement. Floyd|Snider continues to support the Port of Seattle with ongoing stormwater-related monitoring and agency coordination.
