Karmen is a Senior Environmental Planner specializing in NEPA and SEPA documentation, regulatory compliance, and infrastructure planning. She has over 20 years of experience in the conduct and preparation of studies and reports required for environmental and land use review, and assisting clients with permit strategy and agency consultation. Karmen’s experience spans a diverse array of projects, including utility (water, wastewater, energy transmission, renewable energy), transportation (roads, bridges, rail), regional trail and park development, marine facilities, and restoration projects. She has led environmental review for complex and high-profile projects across the region, including Environmental Impact Statements for the “Plan to Protect Seattle’s Waterways”, the Ship Canal Water Quality Project, the Chehalis Basin Flood Damage Reduction Project, Energize Eastside, and the Capitol Lake – Deschutes Estuary Long-Term Management Project.
