Steve has 34 years of experience in the environmental field covering a broad range of disciplines, including: salmonid research and recovery; stream surveys; electrofishing; observation and monitoring of groundwater treatment facilities; managing field sampling and analyses programs for soil/ groundwater; quality control for large remediation/restoration projects; and operation of field laboratories. Steve has over two decades of specialized experience assisting clients with Endangered Species Act (ESA) compliance including the preparation of Biological Assessments (BAs) and biological portions of Environmental Assessments (EAs), and Environmental Impact Statements (EISs). Steve has led numerous environmental permitting efforts and has served as Project Manager and/or assisted with acquiring necessary environmental permits for a wide variety of transportation and infrastructure projects and clients. Steve has conducted and participated in field studies including stream and habitat assessments, stream mitigation monitoring, wetland delineations, habitat management plans, wetland mitigation plans, and culvert assessments and has also served as the primary author for supporting documentation.

Extensive experience with local, state, and federal permit requirements and effectively works with clients to implement permitting strategies to meet often challenging timelines.

Strong aptitude for assessing construction and operational impacts of projects on the natural environment with a focus on fisheries, wildlife, vegetation, and sensitive habitats including wetlands and watercourses.

Strong project management skills with an emphasis on effective communication both internal and external, production of high-quality documentation, and effectively managing scope and budget.

Over 20 years of experience preparing biological assessments to document project compliance with Section 7 of the Endangered Species Act for a wide variety of transportation and infrastructure related projects across a number of public and private sector clients.

Experience with large- and small-scale remedial actions including soil and groundwater monitoring, construction management, monitoring well installation, operation of field laboratories and analysis.

Experience conducting fish and wildlife habitat assessments, wetland delineation, stream surveys, fish exclusion and salvage, mitigation plan development, and mitigation/restoration monitoring.
